Max Steuer's research focuses on the science of democracy beyond disciplines, comparative constitutional adjudication with an emphasis on constitutional courts, freedom of expression, and constitutionalism in the European Union in a global perspective. His scholarship appeared in European Constitutional Law ReviewEuropean Journal of Futures ResearchEuropean Journal of Risk RegulationInternational Journal of Human RightsSocial Science & Medicine and other journals, edited volumes and encyclopaedias.

In addition to serving as Associate Professor at the O.P. Jindal Global University, Jindal Global Law School (on leave), Dr. Steuer is Principal Investigator at Comenius University in Bratislava, Department of Political Science, for the projects HARVEST – Harvesting Judicial Reservoirs of Resilience to Autocratization for Rebuilding Democracy in the Visegrad Four (Recovery and Resilience Plan for Slovakia as part of Next Generation EU, 2024–2026) and Illiberalism and the Constitution of the Slovak Republic: Political Discourse Analysis (Scientific Grant Agency of the Slovak Ministry of Education, 2023–2025), as well as Management Committee Member of K-Peritia – Cultural Expertise Junior Network (COST Action, 2023–2027). He has contributed to several projects within the European Union’s Horizon 2020 and Horizon Europe programmes. A member of several academic associations in political science and public law, such as the Central and Eastern European Chapter of the International Society of Public Law (ICON•S) and the International Political Science Association, Dr. Steuer was visiting researcher at academic institutions including in Austria (Central European University in Vienna), Denmark (University of Copenhagen), Germany (WZB Berlin Social Science Center), Hungary (CEU Democracy Institute as a re:constitution fellow), Sweden (Örebro University), the UK (University of Oxford and University of Liverpool), and the USA (Washington State University as a Fulbright scholarship recipient).

As a 2025-2026 Schumann Fellow, Dr. Steuer is based at the Chair of German and International Public Law and Comparative Law (Prof. Dr. Michaela Hailbronner, LL.M. (Yale)).
